Once you recruit a Farmhand, the only way you can speak with them again is to have another Farmhand take their place. Groffle Milk is worth 10% raw and even more if made into a hot drink, so make sure you have some Groffle’s at your farm and you shouldn’t struggle hiring new Farmhands. A raw fish for example may only give 1% but a properly cooked fish can be 10%. The food you feed the Farmhand does effect the amount of % you get in return. You have to get your target Farmhand to 100% before you are able to ask them to work for you.

Each time you feed them, they become more full. In order to recruit them as a Farmhand you need to feed them. If they are not initially available but have a quest, completing the quest often unlocks the ability to recruit them as Farmhands. The best way to check is to walk up to them and speak with them. Most other characters can be recruited as a Farmhand. The vast majority of citizens you encounter outside towns will be able to become a Farmhand, with the exception of a few key characters and those that have other tasks available – such as trading or building.
